07:45 AM EST, 01/31/2026 — A Geneva, New York woman is suing the city for $100,000, alleging police negligence and civil rights violations following a backyard altercation with a neighbor.

Emily Bulger filed the lawsuit after an incident involving her loose dog resulted in a physical struggle with a neighbor, during which she reportedly sustained lacerations from a string trimmer used by the neighbor.

    The city had no comment.
