Yates County Lawmakers Approve New Non-Union Pay Terms, Set Tax Cap Hearing

The Yates County Legislature voted this month to adopt new compensation and employment terms for non-union employees, approving the policy on a roll-call vote with two dissenting votes. The resolution took effect immediately and includes limits on one-time flex time accumulation and provisions allowing employees to sell unused flex time under certain conditions.

Lawmakers also set a March 9 public hearing on a proposed local law to override the state tax levy limit under General Municipal Law Section 3-c, a step tied to adopting a 2027 budget that would exceed the cap. During public comment, two speakers thanked legislators for vigilance regarding local law enforcement agreements with ICE. Jeff Gasper reported that Southern Tier Network’s municipal infrastructure buildout is more than halfway complete, with over 100 of 223 miles constructed and 50 to 60 customers online.

In other business, the legislature approved a January 2026 audit totaling $2,204,052.70 and unanimously authorized Chair Leslie Church to send a letter urging congressional action on federal SNAP rule changes to U.S. Rep. Claudia Tenney and others. Lawmakers also approved a $30,000 assigned counsel contract, reduced the county’s contract with C & S Engineers to $1,816,476, awarded four 2026 resource protection grants and entered executive session to discuss personnel, corporate financial matters and a proposed real estate transaction.
