    Binghamton lawmakers push legislation to block city cooperation with ICE

    Binghamton, NY — Binghamton City Council members introduced legislation Monday that would prohibit the city from using funds, personnel, or resources to assist U.S. Immigration and Customs Enforcement (ICE). The proposal seeks to formally limit the city’s ability to participate in federal immigration enforcement.

    The measure follows Broome County Jail’s March agreement to join the federal 287(g) program, which allows corrections officers to perform certain immigration functions. City officials, including Mayor Jared Kraham, have previously said local police resources should focus on community crime rather than civil immigration enforcement.

    At a press conference in City Council chambers, Councilwoman Rebecca Rathmell announced the legislation alongside faith leaders, civic groups, and immigrant-rights advocates. Supporters held signs calling for “sanctuary” protections and criticized county officials for cooperating with ICE.

    Rathmell said the ordinance would ensure city workers cannot be compelled to share information with ICE or deny services based on immigration status. “This is about protecting our neighbors and ensuring equal access to city services,” she said.

    Opponents, including Broome County Sheriff Fred Akshar, defended the county’s ICE agreement, arguing it enhances public safety. Critics of the city proposal say it could create conflicts between municipal and county law enforcement.

    The legislation also comes amid heightened concerns from immigrant communities. Advocates highlighted cases of local residents detained by ICE, saying the ordinance would help reduce fear and protect due process.

    The City Council voted 4–1 to fast-track the measure, with a full vote expected later this week. If passed, the ordinance would bar city departments from cooperating with ICE unless required by law. Legal challenges are possible from opponents.

    “This is about protecting our neighbors and ensuring equal access to city services,” Rathmell said.

    The council’s final decision is expected before year’s end, setting the stage for potential clashes between city and county officials over immigration enforcement.
